However, several members of his leadership team, along with many rank-and-file Republicans in both chambers, remain skeptical that the party can reach consensus on the package’s contents. Complicating matters, the far-right faction insists that all new spending be fully offset by cuts, making it difficult to identify reductions that moderate Republicans would support—particularly so close to the midterm elections. Leadership is reportedly first seeking acceptable offsets before determining which narrow spending measures they could advance.
