24 Senate Republicans Urge President Trump to Stop Project Labor Agreements (PLA)s

Senate Republicans have expressed concern over President Trump's decision to maintain a Biden-era mandate requiring project labor agreements (PLAs) for large federal construction projects.

Nearly two dozen GOP senators have urged the president to withdraw a 2024 rule mandating that bidders on federally funded construction contracts exceeding $35 million enter into pre-hire agreements with unions, which outline the terms and conditions for each project. In a letter led by Republican Sens. Cassidy (LA) and Britt (AL), members warned that this rule could impede competitiveness in infrastructure bidding, elevate construction costs, and cause delays in projects managed by agencies such as the U.S. Army Corps of Engineers and the General Services Administration. This Republican initiative follows a memorandum issued last month by the Office of Management and Budget, which reminded federal agencies that the Trump administration supports pre-hire agreements for federal construction where deemed practicable. The memorandum underscored that the relevant executive order and subsequent amendments to the Federal Acquisition Regulation remain effective.
