The American Subcontractors Association (ASA) is expressing strong support for the BUILD America 250 Act, a bipartisan surface transportation reauthorization proposal aimed at strengthening the nation’s infrastructure investment framework ahead of the current law’s expiration on September 30.

In a joint letter to House Speaker Mike Johnson and House Democratic Leader Hakeem Jeffries, a broad coalition of stakeholder organizations urged the House of Representatives to promptly consider and advance the legislation, emphasizing the importance of long-term certainty for infrastructure planning and delivery.

The BUILD America 250 Act is designed to provide a stable, multi-year authorization for federal surface transportation programs, which support highways, bridges, public transit systems, freight networks, and safety initiatives nationwide. Supporters argue that predictable federal investment is essential for state and local governments to efficiently plan and execute infrastructure projects without disruption or cost escalation.

ASA and other signatories highlighted that a long-term authorization would help ensure continuity in infrastructure investment, strengthen supply chains, support domestic manufacturing, and sustain workforce development across the construction and subcontracting industries. The legislation is also intended to improve project delivery processes and enhance the long-term stability of the Highway Trust Fund.

According to the coalition, uncertainty surrounding surface transportation funding has historically led to project delays, inefficiencies, and increased costs for public agencies and private-sector contractors. By contrast, a long-term authorization would allow for more strategic planning and improved use of public resources.

The BUILD America 250 Act also includes provisions aimed at improving transportation safety and strengthening the reliability of the nation’s infrastructure network, which stakeholders say is increasingly critical to maintaining U.S. economic competitiveness.

ASA emphasized that timely House consideration of the legislation would demonstrate continued bipartisan commitment to maintaining and modernizing America’s transportation system, while providing the certainty needed by contractors, suppliers, and public agencies nationwide.

The organization is urging House leadership to bring the measure to the floor for consideration as soon as possible, ahead of the September 30 expiration of current surface transportation authority.
