The Senate approved its version of the continuing resolution (CR) by a vote of 90-6, sending the legislation to negotiations with the House over differences between the two bills. Sens. Cassidy (R-LA), Kaine (D-VA), Markey (D-MA), Paul (R-KY), Sanders (I-VT), and Warren (D-MA) voted against the measure. The Senate debate was prolonged by disagreements over a provision that would delay implementation of a ban on hemp-derived products. Sen. Budd (R-NC) sought a vote on an amendment to remove the hemp-related language from the bill, but the Senate voted 61-32 to table the amendment, allowing the provision to remain.

The Senate and House bills differ on the expiration date for federal funding. The House version would fund the government through December 4, while the Senate measure extends funding through December 11. The Senate bill also included language delaying implementation of an OMB rule that would allow political appointees to review certain federal grants. The legislation will now move to a House-Senate conference, where lawmakers will work to reconcile the differences between the two versions before sending a final measure to the President.
