Involvement in ASA

Standing Committees

Executive Committee
The Executive Committee is responsible for the coordination and management of the affairs of the Association between meetings of the Board of Directors. The actions of the Executive Committee must at all times be consistent with the budget, programs and policies of the Association and are subject to review and approval by the Board.

Bylaws Committee
The Bylaws Committee is responsible for preparing and submitting an annual report to the membership for distribution to the membership no fewer than 45 days prior to the Annual Meeting. The Committee shall include in its report any bylaws amendment proposed by petition of at least 2.5 percent of regular members and include its own recommendation on such proposed amendment.

Finance Committee
The Finance Committee is responsible for monitoring the financial affairs and assuring the financial integrity of the Association. Specifically, the Finance Committee is responsible for:

  • preparing an annual operating budget and a capital budget for approval by the Board of Directors;
  • reviewing and recommending financial policies to the Board of Directors;
  • recommending to the Board of Directors a certified public accountant to annually audit the financial documents of the Association;
  • monitoring significant controls and corrections of reportable conditions in a timely manner;
  • assuring that the financial responsibilities delegated to management have been appropriately discharged; and
  • recommending to the Board of Directors any other actions.

Nominating Committee
The Nominating Committee is responsible for:

  • Nominating at least one eligible candidate for each pending vacancy on the Board of Directors for the following fiscal year.
  • Compiling a list of candidates that have been nominated by petition of at least 2.5 percent of regular members.
  • Assuring that candidates nominated by petition meet eligibility requirements.
  • Preparing a report including the slate of candidates for the Secretary to submit with a ballot to the member no fewer than forty-five (45) days prior to the Annual Meeting.
  • Recommending candidates for vacancies in directors and officers to the President. This may include inviting recommendations for candidates from the membership, and evaluating and interviewing prospective candidates.

Standing Councils

Attorneys’ Council
The Attorneys’ Council shall work cooperatively in the development of programs, procurement of speakers and other matters of interest to the Association.

Executive Directors’ Council

The Executive Directors’ Council provides a forum for chapter staff to exchange information and ideas for the success of their own chapters and the Association.

Officers' Council
The Officers’ Council shall serve as a forum for chapter officers to exchange information and ideas for the success of their own chapters and the Association.

Rap Council
The Rap Council serves as the “think tank” for the purpose of developing innovative ideas for consideration by the Association.

Task Forces

Task Force on the Advisability of and Procedures for a Name Change
This task force is charged with evaluating the advisability of a name change for the Association and identifying the procedures and steps that such a name change would entail.

Task Force on AGC/ASC Liaison
The Task Force on AGC/ASC Liaison is charged with maintaining liaison with the Associated General Contractors of America and the Associated Specialty Contractors.

Task Force on Chapter Services
The Task Force on Chapter Services is charged with developing, implementing and marketing programs to increase the strength and viability of ASA’s chapter network.

Task Force on Ethics in Construction Industry
The Task Force on Ethics in the Construction Industry is charged with developing and implementing programs designed to encourage and facilitate improved ethics in the construction industry.

Task Force on Government Advocacy – Federal
The Task Force on Government Advocacy – Federal is charged with oversight of all ASA matters that relate to legislative and executive branch relations at the federal level. It is responsible for identifying issues, recommending policies and priorities, and developing and implementing strategies. It also is responsible for the ASA – Political Action Committee, including fundraising and developing criteria for candidate contributions.

Task Force on Government Advocacy – State
The Task Force on Government Advocacy – State is charged with oversight of all ASA matters that relate to legislative and executive branch relations at the state and local levels. It is responsible for identifying issues, recommending policies and priorities, and developing and implementing strategies. This includes responsibility for the ASA Report: The Policy Environment in the States.

Task Force on Legacy
The Task Force on Legacy is charged with further articulating ASA’s vision and developing and implementing a long-range plan to fund that vision.

Task Force on Model Contract Documents
The Task Force on Model Contract Documents is charged with coordinating ASA input into and recommending a program of education for subcontractors on the model contract documents developed by construction associations, including but not limited to ConsensusDOCS, AIA and EJCDC. It also is responsible for the development and publication of ASA model contract documents.

Task Force on Recognition
The Task Force on Recognition is responsible for managing ASA’s programs to evaluate and recognize chapters and members, including the Annual Chapter Self-Evaluation Program, related chapter awards, and individual awards.

Task Force on the Subcontractors Legal Defense Fund
This Task Force is responsible for oversight of the SLDF. Its responsibilities include evaluating requests for funding based on the criteria established by the ASA Board of Directors. It also is charged with periodically reviewing such criteria to assure that they remain appropriate for funding levels.
